What is illicit discharge?

According to the Environmetnal Protection Agency ( (Chapter 9, Article V, Division 7) prohibits non-stormwater discharges to the storm drain system.

  • Animal waste
  • Solid waste
  • Industrial process water
  • Commercial car wash wastewater
  • Sanitary sewer flows
  • Automotive and petroleum products
  • Commercial and household cleaning materials
  • Herbicides, pesticides, and fertilizers

 Permitted Discharge Examples

  • Water utility line flushing
  • Runoff from firefighting
  • Landscape irrigation
  • Discharges from potable water sources
  • Dechlorinated pool water
  • Street wash water from cleaning/maintenance
  • Residential car washing

Possible Signs of Illicit Discharge

  • Unusual color or cloudiness
  • Strong pungent or musty odors
  • Floating debris
  • Surface scum or foam
  • Oil sheen
  • Algae
  • Dead vegetation or inhibited growth
  • Dead animals
